Flashing MM Server box

We often have this problem after a user has clicked the login button, the
box flashes several times before the "choose your workgroup" box appears.
The other time it happens is when machines are returning to the login screen
after a logout. Our login server is new as of a month ago (It's running OS X
server), and this problem was happening well before that server was
installed. My question is: Is the problem fragmentation, and if so how can
a server that is a few days old be so badly fragmented? If not what is the
problem?
