You don't need to. They will be created automatically.

When you log in as a user, you should see the Hand In folder. Once you
hand something in, the workgroup Administrator should see it as well.

If you still have problems, try logging into a Panel workgroup (or create
one temporarily for this instance). Move to your blue screen (documents)
and select File->Hand In, and hand something in. This should create the
folder.
