Security/network slowdowns

1. This may be a little off-topic, but I was wondering if anyone knows of a
way to lock an Apple server to keep users from having access to it. Yes, I
know the most obvious thing to do would be to physically lock up the
computer, which at this time would be a costly solution given our current
lab setup. I have a few NT servers and do most of my work on an NT
workstation, which you can lock then unlock with a password. Is there
anything that you can do on a Mac server? All the workstations are running
MacMgr, of course, so they can't be accessed without user logins/passwords.
Certainly there is a way to lock a server (I'm sure there are third-party
apps that will do this, but are they "safe" on a MM server?).

2. I, along with a couple of other users, have submitted messages re:
network slowdowns and the effects on applications such as AppleWorks, Word,
and Outlook Express (i.e. when there is a lot of traffic on the server, such
as a whole class logging in, it affects other users' workstations when
typing in various applications--in other words, a character may not show up
on the screen for SEVERAL seconds after a key is pressed). Has anyone
figured out any solutions for this? Yes, Apple keeps mentioning the words
upgrade, spanning tree, etc., but I had my network tested upon Apple's
recommendation, and absolutely no problems were found (I don't suppose Apple
wants to reimburse me for the $300 test that I thought was unnecessary in
the first place?). I'm running OS 9.04 with the OS 9.04 ASIP upgrade on the
G4 server. Why in the world should heavy server activity affect the speed
of an app running on a workstation's local drive? Once again, any help is
greatly appreciated.
