My guess is that there is not someone leeching Airport internet. What your Fluke meter could be picking up is the AirPort Base Stations themselves. Crack one open (figuratively of course) and you will find a small motherboard with an AMD processor on it. ABSs are self contained routers running an AMD processor and software written by (I believe) KarlNet.

Try hooking up only the Fluke and the ABS with one MAC address in the Access Control and see what happens.
