Library Pro file

Having an issue with a Library database client, Library Pro Explorer,
running in MacManager v2.1.1 (OS 9). The application accesses a remote
database (mounts a separate sharepoint), but also accesses a file on the
local harddrive, openlibs.ini, located in the Library Pro application
folder. The problem is that in Panels and Restricted Finder the file is
inaccessible...works fine when users belong to the Finder environment.
Also works fine when I run MM v1.4 from my old server. I've tried putting
the application into the Special Apps folder (option 8 trick). No luck!
