G4 won't power on after power failure

Just deployed a used G4 450 Sawtooth with OS X Server 10.1.4 in a school. I would like to have it on a timer so it doesn't run over the weekends and holidays. I have the Energy Settings set to power on after a power failure but the system does not do it. The unit is now about three years old, could the battery be bad and causing this?
