We had problems with the primary group when we didn't change it from staff to some other group (in our case groups according to class year). It was because the sharepoint that contains the home directories was setup so the the group owner of that directory was the class year group,...so for a new student who had his/her primary group left at staff, their home directory was generally inaccessible at login,...it would preoduce errors in OS 9 and often simply not mount in OS X,...the server would create the home folder, but the primary group of the folders would be staff. If we changed the group to the class year group, and changed the primary group in WGM,...then loins worked fine,...

So, perhaps, your sharepoint has a group owner that is not staff, and not a group that the users are a member of?

The default group is 20, with it different, the Create Home Directories button in Workgroup Manager wouldn't do anything, nor would the command line 'createhomedir -a' give any response. I was able to add the custom group I wanted as an additional group fine.
