Page Accounting Software OS X & 9

I am looking to replace my current page accounting software (MacLaser Biller) with something similar that works for both OS X & OS 9 clients (Windows support would be a bonus)

MacLaser Biller worked great under OS 9. It consisted of a control panel locally installed and a central database that contained user names and the number of page credits they had remaining. This database file resided on a OS X server volume that mounted when a user logged in to a school computer. When a user went to print, a dialogue box came up where they had to enter their user name and password and their account was debited by the number of pages. They would purchase page credits in lots of 100 pages from our library when they ran out. One of the nice features in having the page accounting separate from the user network account was that if a student ran out of pages at a critical time, they could have a friend enter their user name and password to "loan" them printing credits.

Unfortunately development of an OS X version of MacLaser Biller appears to be stalled (I can't even get an email response from the company). I would use the print management available in OS X server except that I still have a mix of OS 9 and OS X clients and I need a solution that will track both platforms to a single user account.

I have looked around the web and there seems to be a number of solutions, however many seem much more compicated than the system I was using (designed more for offices and project tracking than for schools)

Any help out there?
