I don't know anything about editing /etc/authorization, but if that
works, I suppose it could be a solution to the problem. Assuming,
also, that this modification only allows the group "staff" to make the
initial setting. If "staff" can also change the region code once it's
been set, you may find the drives are repeatedly changed until the
five change limit is reached.

Since the setting you're referring to is called
"system.device.dvd.setregion.initial" I would guess that this only
allows the "staff" group to make the initial setting, but not change it
after that.
