Hi Warren,
I've been imaging our tray-loading iMacs using os 9's ASR, the old fashioned way, on a bootable OS 9 CD created with Roxio Toast 5. This has worked very well for us, though it's not as quick to set up as NetRestore and CCC, it's deployment is nearly as easy if you make lots of CDs and don't have a huge image to deploy. If you had a huge image, you could probably include a USB driver for an external HD, and boot off the CD. I don't think you can boot off of USB on those.
