Active Directory Allow administration by

We're trying to setup our computer labs for authentication aganst an AD
server and allow the user to have local administrative rights. We're able to
get the computer's (running Mac OS X 10.3.3 but also tried with 10.3.4)
bound just fine. In Directory Access, Active Directory is enabled. The
forest and domain are both the same, and the computer ID id unique. Cache
last use, Authenticate in multiple domains, and Map UID are all unchecked.
The prefer this domain server is checked and has a FQDN for the server.
Allow administration by is also checked and has the entry "DELTA\domain
users,DELTA\domain admins,DELTA\enterprise admins".

When logging in as myself I can get administrative access. Also the terminal
command id returns the following;
"uid=498275165(brettdecarion) gid=20(staff) groups=20(staff), 80(admin),
1391261585(DELTA\admin1_app_p_assetsales),
1563129338(DELTA\admin1_app_install),
1265625059(DELTA\admin1_app_p_compserv_documentation_academiclabs_tech),
716349687(DELTA\admin1_app_p_compserv_documentation_userservices_tech),
11093301(DELTA\admin1_app_p_compserv_documentation_requisitions),
1196859897(DELTA\admin1_oit_images_pending),
97597732(DELTA\lab1_oit_images_temp),
1993833365(DELTA\admin1_app_p_techstatus), 91330901(DELTA\domain users),
912209661(DELTA\admin1_app_info), 1346750567(DELTA\admin1_app_ncs_ro),
172551238(DELTA\lab1_oit_images_pending),
817450238(DELTA\admin1_app_p_compserv_documentation),
931299734(DELTA\admin1_oit_images_temp)"

Notice that there are 14 groups listed. The Active Directory server has 17
groups listed for me.

If I log in using a dummy student account with the same access rights as our
other students I don't get administrative rights, just staff rights. The ID
command returns the following;
"uid=1527395219(student) gid=20(staff) groups=20(staff)"

This user has groups set up via AD and is also part of 'domain users', but
for some reason is not pulling the information from Active Directory.

How can I go about correcting this situation? We need users to be able to
authenticate against AD while having local administrator rights. If they
don't get those rights then some applications like QuarkXPress and Painter
can't be launched because the applications directory is locked down.
