drive mount question

I have a slight problem. I am running a 10.3 machine (10.3 client, acting as my keyserver and radmind server) with a scsi drive in it. The scsi drive does not mount unless a user is logged in graphically. As soon as I log in, the drive appears. Log out, it's gone. I'd rather not have a user logged in all the time, as that's rather insecure. In fact, firewire drives exhibit the same symptoms on this machine. I haven't used scsi drives before on os x, so I'm not entirely familiar with it's configuration. I can't quite figure it out. Any ideas?
