I don't know of any easy way to do this.  Since the specs are published
and based on open standards, you could implement an SSDP client and
other pieces but that seems like a lot of work.

IETF zero config networking (Rendezvous/Bonjour) provides similar
services, so I'm not sure what advantage TR-064 offers.

I'm intrigued why they choose this solution when Nomadic
Networks and others solved a similar problem for network access
from a hotel room years ago.  Their solution was to design a
custom NAT router that allowed the client to use its home or
existing IP configuration whatever that was.  The device simply
listened for DNS or HTTP requests on every IP address until you
logged into their web page and authenticated.  It then created a
virtual LAN to work with your system however it was configured.
