The easiest way to require that all your computers access the web only via your
server is to first install some sort of proxy server (eg, squid) on the Mac OS X
Server, then use your network firewall to prevent all outgoing port 80 access
EXCEPT from the IP address of your server.

Then configure your client computers with the proxy address, and all your web
traffic will be going through your server. If anyone removes the proxy address
from their browser settings, they will lose all access to the Internet.

The more complex way is to get your Mac OS X server in the way of the packets
somehow (eg, make it your router, or use your existing router to divert the
appropriate outgoing packets back inside), then use ipfw to divert the
appropriate packets to the squid process. Then all web traffic is forced through
the proxy even though your clients haven't entered it in their browser settings.
