How do std unix apps authenticate etc/passwd or etc/shadow?

OSXers:

In standard unix (linix) many programs authenticate users using etc/passwd.
However users added to OSX server via server Admin or Users do NOT show up
in etc/passwd which I assume is used only for single user mode in OSX.

How do I tell standard unix packages what file to use to allow
authentication if its NOT etc/passwd? For example neomail needs etc/passwd
user authentication. We need a good webmail program for osx and neomail
seems to handle attachments well.

Thanks Tom
