There's no such thing as a disabled site. You can change the site to only point to a "holder" page giving an explanation that the site is turned off.

Maybe create a directory with only an index.html giving that explanation and change the site directory to that instead of trying to turn off the site.

Or just make the default site point to a directory with no files in it and turn off directory listing. That should give you an error.
