Proxy Server Struggle

I have had a difficult time configuring OS X for our office server. Maybe
someone out there can give me some hints on what to do next.
This is the configuration that I have set up.
1) I use a 3com ISDN modem to connect to the internet. It has a fixed IP
address xxx.xxx.xxx.22
2) We use a new IMAC as a server with our WEB and FTP sites on it. It has a
fixed IP address of xxx.xxx.xxx.17. Our WEB site is www.atacolorado.com
hosted on that machine. It works fine.
3) I have set up an internal LAN of 10.0.1.1 to 10.0.1.254 using knowledge
base article 106853.
4)I used server administration to set up two servers one for xxx.xxx.xxx.17
and one for 10.0.1.2 both servers are running. I had to uncheck SSL on the
second server because it was trying to load some Apache modules twice and
giving an error message and shutting down.
5) I have removed the comment mark from mod_proxy.c and from the server
directives to enable the Apache proxy server.
6) I have set IPFOWARDING = -YES- so the IMAC will act as a router.
7) I have one ether net port on the IMAC so I have set up IPAliases to be
10.0.1.2 so it should use 0en for both addresses. I'm using xxx.xxx.xxx.17
as the base IP address.

The proxy server still does not work.

Here are the symptoms. I can see xxx.xxx.xxx.17 but not 10.0.1.2. I can ping
17 but not 2. I can not get either 17 or 2 to act as a proxy server from
MAC's or the PC's.

What am I missing?
