files not deleteable from "Shared" folder

hi,
my users put files in to the Shared folder on my OSXServer, other users cant write to them or delete them.
how can i get new files in the Shared folder to "always get the owner and priviledges of the folder they are in" ?. it seems rather dumb not to be able to delete files made by other users if they are in the Shared folder.

where is Apples great solution to this problem ?.
