This is what I do:

- create the directory with Finder or by shell
- create the user with no home directory
- create a share point with Server Admin
- assign the user to the share point, activate the share point
- change the home directory of the user to the new share point with the
"Custom" option (you specify the server and the share point, but don't put
nothing in the Path field).

I wonder if all of this stuff can be done by AppleScript or with a shell
script (I don't think you can control AFP services by shell but we never
know).
