I've looked and looked, and these modules are only loaded once in the .conf files. If you comment those directives out, the modules don't get loaded at all. If you comment out the LoadModule directives, you get a Sytax Error.

Apple appears to have plum broken the current build of Apache or something.
Has anyone got a solution to this?

Try commenting the default modules location at the httpd.conf..

The hfs and acgi modules are at the end of the httod.conf file

And add the modules at the end of the modules list at httpd.conf

Example: (i put the modules behind the last module)
AddModule mod_php4.c
AddModule mod_redirectacgi_apple.c
AddModule mod_hfs_apple.c

Now all is ok..
