The reason why "you" can not delete the files is because the "sticky bit"
has been set on that folder. You can see this if you type "l" in the
terminal while in the "Users" folder (or whatever your home directory is
called). The output should include something like this:

drwxrwxrwt 2 root wheel 264 Sep 2 2001 Shared

The "t" at the end tells you that the sticky bit has been set. This is from
the unix part of OS X and basically means that only the user/owner of the
file can delete it.

If you only have a few files in this folder, I would rename it ie
"Shared_old", create a new folder "Shared" (or whatever you want to call it)
and re-create the same privileges as you previous Shared folder (the sticky
bit will not be set). Then get your users to move there files and delete the
old files.

There is no way to turn the "sticky bit" on or off with any of the Apple
Server Admin tools, but there are some third party apps on versiontracker
that can.

This is all very long winded and much easier to achieve within the terminal,
but as ever you have to know what you are doing. Typing "man sticky" in the
terminal will give you an explanation/reasoning of and commands to turn the
sticky bit on and off.
