Restoring users after complete system rebuild?

I've been unable to upgrade my OS X Server 10.1.5 to Jaguar Server. The
installer just says there's an error during the update, and to try again
(either that, or it crashes).

I've built Jaguar Server onto a new disk, and I want to move the users
account info onto that new disk. Can I just move /var/db/netinfo/local.nidb
from the old disk to the new one?

I tried saving a backup from the old one using netinfo manager, but got an
error that the "nibindd" process wasn't found.

I'm resigned to reinstalling a lot of software, but I'd prefer to not reset
all the users' passwords.

TIA for any advice.
