10.2 Web Service Problem

This weekend my 10.1 decided to die so I went ahead and upgraded to
10.2. This was a reformat so I now have to get my virtual sites back
into Web Service and am having a problem. When I'm in Web Service and
try to add a site, and I can't seem to be able to do so. When I try to
add (not duplicate), instead the default site listing (the one created
when naming the computer) comes up, and I can't modify any of the
information and am unable to add the site. Is there some other change
to how to add virtual sites in 10.2? I've been using 10.0.X and then
10.1 for about a year and a half and have never run into this as a
problem -- and that's that I've always had about 100 virtual sites. I
even tried another reformat and reinstall thinking that maybe something
with Web Service was corrupted, and am still having the same problem
