FTP Server question(s)

I tried setting up the FTP server in my SO X 10.2.3 Server. Created the user, created a share for the user -not under FTPRoot but created a symbolic link to the share. When I try to log in throught the terminal I get

Remote system type is UNIX.
Using binary mode to transfer files.
ftp> ls
502 'EPSV': command not understood.
227 Entering Passive Mode

What is causing this EPSV error? I did configure my firewall to accept passive connections and defined those ports in my ftpaccess. Secondly once I am logged on I am unable to cd to my share. I get a permission denied message. Does the share need to live under the /Library/FTPServer/FTPRoot directory? Thanks for any help
