I've just installed webmin and it says it expects the sqladmin to be in:
/usr/local/mysql/bin/mysqladmin but can't find it there

'locate' is your friend: `locate mysql` will tell you where everything is.

Since, in the case of OS X Server, mysql is a part of the default system installation, it's in /usr/bin/ along with the other mysql binaries.

/usr/local is generally where files that are site specific (i.e. local to this site's installation, or installed by the sysadmin on behalf of the local system's user) are canonically installed. For instance if you were to install your own local copy (perhaps a different version) then this would be a good location choice. But in your case it was pre-installed by the system and it's in /usr/bin, the non-localized user binaries. If that makes sense ;)
