If the client can see the parent in NetInfo Manager then there doesn't appear to be a binding problem. My guess is Joe's first comment is the problem. Even though you setup the server as a parent, there still exists the local domain on the parent. In Server Admin you can open up the list of users for the parent domain and the local domain. Then you can drag users from one to the other to copy them over, so if you have them in the wrong domain a simple drag&drop should fix things.

I set up my 10.1.5 server to be a parent domain. I set up a OS X client to
use that parent. From the client I can see the parent in NetInfo Manager,
but the only users that I see there are admin and root. I have over 500
users on this server. I am also unable to log into the client using an
account that in not on the client. My understanding is that if the user is
not on the client it should check against the parent. I have read the
Understanding and Using NetInfo and the Server Manual. Are there any other
resources that I could try?
