dspasswd *should* be able to change the password for an existing user in Authentication Manager, but I don't think it will be able to give a user an initial tim password; it's not something that the tool was intended to do. At this point since you are using 10.2.x and do not have any legacy data in the Authentication Manager, I would really advise against using it since it is considered a 10.1 application and is on 10.2 for legacy purposes. Instead, go with the Password server. You have already discovered that NeST isn't useful for setting tim passwords, so that is not really an option.

The latest version of dspasswd does include an option to put a user into the Password Server in addition to being able to later change the password.
