The file is incorrect. In 10.2 it is consulted.

But it's still probably a better idea to put them in netinfo for an out of the box OS X configuration.

You can simply clone one of the 'machine' records using netinfo manager and edit accordingly.

If you're heavily relying on /etc/hosts you might want to adjust the lookup order for better performance.
