Share Points

I cannot create a new folder on my server HD to use as a share point. I would like to only have one share point at the root level of the HD. However, the pencil icon in the finder window has a line thru it showing the folder is locked to creating new folders. How do I overcome this?

I have temporarily turned off all services thinking this might have been the problem.

Mac G4 Server (dual 1Gig) running Mac OS X Server 10.2
