The 10 user license does not affect Windows, FTP, Mail, Web, or DNS connections. The 10 user license only affects how many AFP connections (e.g. "file sharing") that the server will work with. So, if you have an office with 3 Windows PC and 9 Macs doing simple file sharing, then a 10 client license will be suitable.

However, one thing to be aware of ... individual volumes are separate connections.
So, if in the above scenario, if two of the Macs needs to mount 2 share points each, you would run out of licenses and the 11th connection would be refused.

Another thing to be aware of is automounting share points for Mac OS X clients (or Macintosh Manager) consume multiple connections for each client (one for each automounted sharepoint).
