Macintosh Manager and Home Directories

I am setting up a MacOS X Server that will be an authentication server and
doc server for OS 9 machines. I have set everything up according to
documentation I have but I am having problems. When a user logs in the home
directory is not being created and the log in hangs when it is "Finding user
documents location" and then tells me it could find the server. Any ideas on
what I have done wrong? Thanks.
