It's because you aren't running on an Xserve. You can comment the line out of watchdog.conf and be OK if the message bothers you.

What is this? I found it in my watchdog log on a 10.2.6 server that
is a running Appleshare, NFS, and other necessary services for
NetBoot and DNS.

Should I be concerned? What do I do to fix it?
