How Nice is nice 19

If I run productivity apps on a server box, how will that affect server responsiveness, providing the non-server apps are running with a 'nice' setting of 19?

How quickly do nice 19 apps yield to higher priority processes?

What, for that matter, is the default nice setting of apps run without a nice setting? What about daemons such as httpd and named? What 'niceness' do they have by default?
