I don't remember, but you have to see the /etc/cups/cupsd.conf file at
<location> label and/or ##Restrict access to local domain section.
This file is modified when you do a software upgrade and the cups don't
validate anymore.

When you change the cupsd.conf you must restart cups with killall -HUP
cupsd (like root), if not you must restart the system.
