No, looks normal.
NetInfo was Apple's (or NexT) first strategy to organize/centralize the various pieces of info traditionally found within multiple configuration files.
This allowed for a greater consistency across the various system calls, as well as an easier administration and sharing of administrative data among computers.
Since those earlier days, other kinds of directory services have been added, and even favored, so that some data have been moved to other places.
As far as I remember, the /networks directory tends to be deprecated.
But for consistency, there should at least be the definition of the loopback network (ie. 127.0.0.1); in the same way that, for example, BIND will always be configured to know about it too.
