Yes, this is a problem which I think only Apple can really solve correctly.

Windows PDC's have support for a centralized desktop and list of configuration
settings for each user known as their "roaming profile". These profiles
are a great idea for places that have completely uniform installations of
Windows on each machine. For a university group in which people typically
install their own machines, the "roaming profile" is a disaster and has
to be avoided.

The location of the roaming profile is defined by the Samba directive:
logon path
where the compiled in default is:
logon path = \\%N\%U\profile
which would normally resolve with a user's home directory.

To suppress all roaming profiles, the smb.conf file must contain
logon path =
That is, the logon path must be null.

The problem on the Xserve is that Workgroup Manager seems to have no provision
for a null path and if you leave it blank, you get the compiled in default.

When we tried to get around this by explicitly coding the "logon path ="
in the smb.conf file, we discovered that the change would disappear whenever
the service was restarted. We have created a local workaround by altering
the startup scripts so that we overwrite the smb.conf file but this is
far short of a desirable solution from almost anyone's vantage point.

It's also possible to change each Windows client machine to use only
local profiles by tweaking the registry. This varies slightly in the
different versions of Windows so you need to consult the documentation
in the MS Windows Resource Kit specific to your version of Windows.

However, setting this once on the PDC seems like the right thing to do.
