Windows PDC problem

I'm trying to get my Xserve to act as my PDC for my windows clients. I had
this set up at one point, but can't seem to get it back. I receive this
error when I try to make OSX a PDC in Server Admin:

'Error while writing settings (cannot make the server a windows primary
domain controller'

Doesn't make much sense to me. I am running OSX Server 10.3.4. Any help
would be appreciated. At least where can I find the log file that will tell
me why it can't be made a PDC.
