Though I haven't tried using Apple's Apache and admin tools in Panther, I
found the tools in Jaguar to be very limiting, buggy, and frustrating.
Especially the webpercache which should generally be turned off.

If you're running more than a few web sites, or want complete control, I
suggest you roll your own Apache and install it in /usr/local. All the
software you need to run Apache ( openssl, mod_ssl, php, mm, mod_perl )
builds easily in Panther. Plus, for the most part, you can just grab Apple's
modules (mod_hfs_apple.so, etc.) and plug 'em in.
