server is lightly loaded, but there are a lot of pageouts. Should I be
concerned about this? Should I be restarting processes periodically to clean
up RAM?

No. Nor would that affect RAM anyway.

I'd recommend taking a class in Operating Systems at a local university for a better understanding of how modern virtual memory systems work. It's a bit beyond the scope of a mailing list to explain this, especially in our anemic 5.5K max msg size.
