Configure FTP to ONLY server user HOMEs:

Of course there's no real issue with being able to navigate the
filesystem, that's what file permissions and ownership is all about.
Second, what is the impact of deleting all folders
(Desktop,Documents,Library,Movies,Music,Pictures,Public, except Sites)
in a user folder. Will Panther Server (10.3.5) have problems if those
folders are deleted.
No impact. If the user logs in at the console they may get a new
Desktop folder created.
