A startup item with a `sleep` seems like what you're asking. Make
sure it requires all the other facilities so it's last.
Of course after I sent my long, elaborte scheme for modifying an
existing item I realized it would be much cleaner to just create a
new item that just sleeps! :)
In all fairness our messages crossed paths, otherwise I might not
have suggested this at all. I actually liked your method, though it
could get easily overwritten in an upgrade.
