My only question would be, do you have the replica server entered into your client's Directory Access as an 'Authentication' source?
Reads to me as if your client is looking for the OD Master, not finding it (long wait state at start up), but then, not knowing where to look next.
For replication to work when the master dies, you have all OD servers (master and replicas) entered into your Directory Setup. Directory Setup will first attempt to look for it's master, then, if not found, attempt to look to the next entry in the list for Authentication. All the server's you expect to be acting as replicas should be entered into each client's Directory Access. They should be entered in the order you wish them to check, first to last.
Just add any replica servers into Directory Setup just as you would the Master OD server.
