NTP problems

We have NTP service enabled on each of our OS X Servers (10.3.5) and neither of them respond to a computer set to use server as a Network Time Server.

NTP was working on one server properly, now it's not.

Have it enabled on the other, but have never been able to get it to work. (it is enabled... won't send a response to client) I have re-installed Server OS with no change to this problem. Is there a problem with NTP in OS X (Panther) Server?
