We are considering an Xserve with an attached Xraid. We have some
specific permissions needs and I would like some feed back on A. Is this
scenario possible.

Is what a possible scenario?

Yes, Mac OS X does FTPd. But I suspect you have certain goals in mind.

And B. Has anyone out there done something like this
and would they be willing to discuss configuration issues and
recommendations, i.e. what ftp server software should I utilize?

This is generally driven by the above mentioned goals.

 The
built in FTP server service, or something like cuteftp?

The wu-ftp based FTPd that comes with OS X Server often fits many peoples needs. However if you have more elaborate requirements ProFTp or PureFTP are popular choices. CuteFTP is a possibility I guess, though I don't know why you'd want to go with a commercial FTPd when there are so many better open source packages.

  How difficult
is it to setup the permissions on such a large number of folders for
about 1000 to 1200 users?

No more difficult than any other unix, and if you used ProFTPd it can create them on the fly.

If you use OS X Server's FTPd then you just are creating HOME accounts or sharepoints in the GUI.

Here is the configuration that we need to be able to set up:

We have to create 1000 root level ftp folders that authenticated and
anonymous users can view list and read.

Ick. Sounds like a VERY cluttered / directory. Why wouldn't you make these at least in a common place like /ftpspace or something?

If you want good granular control like this, consider ProFTPd.

Inside of each of those folders I need to create 3 folders (inbox,
outbox and web)

Sounds like you're creating skeletal HOMEs. I'd really recommend keeping mailboxes elsewhere, especially if you're trying anonymous FTP to these shares.

For the three folders there are two authenticated users and they need to
have full control of the contents of those folders.
Anonymous users need the following access:
Inbox: no read, no list, write.
Outbox: read, list, no write.
Web: read, list, no write.

That's just basic file permissions.

But ProFTP would still be easier.
