I missed the original question, but ...
an off-campus service is not as good as an on-campus service.
Imagine a router going down somewhere on your university's
internet connection. Someone off-campus (including your monitoring
service) will report that your server is down, while it is running fine.
An on campus service can test on-campus servers, as well as your
off-campus internet connection or remote servers.

if you have an old G3 Mac around I'd HIGHLY recommend PageSentry:

A simple-to-use program that can monitor not only web servers,
but e-mail (SMTP), FTP, DNS, POP, IMAP, AppleShare, and others.
(i recommend the OS X version over the OS 9, which is why a G3 is pretty much required.)

You can set schedules (so if you have a process that goes off-line during the overnight hours you
will stop checking it during those hours, instead of generating false positives). You also can set up
all sorts of notifiers - send an email, fire up an AppleScript (that restarts a process, for instance),
or sends a page with PageNow software.

It is cheap and you can set up as many Sentries and Notifiers as you want. Even start your own
server monitoring service.
