Ok, just making sure I get this out the way.
It is everyone out there got the most recent root server files up date?
It is called "named.ca" and you will find inside of /var/named/named.ca
If not that can cause you some problems.
If that is ok, lets start by troubleshooting your "named.conf"

It is definitely the dns server. I'm going to take it back to 10.3 and not update to 10.3.5 and see if that does it.

It must be a bug in Safari. You should wait a little
and try Safari again. For me it started working after
