A user I support has just reported an identical problem. He has a single
G4 machine running Panther, which connects via a NATed DSL connection to
the Internet. A while ago I set up BIND on his local machine so he gets
an internal view of the websites he hosts.
When he reported the fault, I asked him to go to Network Preferences and
switch the DNS server from the local instance of BIND over to the ISP's
nameserver. This cured the problem.
The problem reproducibly follows the nameserver setting: as soon as you
point the machine to the locally-running copy of BIND, the failures
start; as soon as you point the machine to the ISP's nameserver,
everything works fine.
Previously, this locally-running copy of BIND worked flawlessly for
months. According to the user, the problem started after he applied the
10.3.5 update.
I won't be troubleshooting this one myself, so I probably won't have
much more to offer in the way of details. But at least you know you're
not alone :-)
PS: I have also experienced the Safari issue (when you click a link in
Safari and it doesn't load, then you click it again and it does) and can
state with some confidence that this is a different problem. For one,
the problem we're now dealing with affects all browsers (and possibly
all applications trying to initiate a TCP connection), whereas the
Safari problem only seems to affect Safari.
