Check page 14 of that command line manual. serversetup is not in the default
search path. It's located in /System/Library/ServerSetup.
Also, you shouldn't use ifconfig to make any changes because the settings
won't hold after a reboot (as you've discovered). Use changeip and
networksetup. ifconfig should only be used for viewing purposes.
