FTP anonymous-root

I am trying to setup an FTP server on a G5 xServe.

I have set the FTP setting for "Authenticated users see:" to "Home directory only". This is working fine for the users that I have setup, but I want the anonymous (ftp) user to be put into a "designated" anonymous home dir (pub inside of FTPRoot).

I have attempted to edit the ftpaccess file inside of /Library/FTPServer/Configuration, specifically the line "anonymous-root", which, from what I'm reading, should do what I want, but this is not working. The anon. user keeps getting put into the FTPRoot. Even when I change the FTPRoot to that folder, the anonymous user will continue to go to the original FTPRoot. I have tried to change the FTP user's homedir to this folder as well (to no avail).

The ftpaccess man page has no info on this "anonymous-root" setting. Does anyone know of a fix for this (other than changing the Mac OS X ftp server to proftpd or something that supports this)?
