Checked, everything "seems" OK. I tried logging in as other admin users
and got the same results. All the admin users on this machine are setup
the same with rights to all users, all groups and all computers. They
are also all set to administer the server.
I also just noticed that my other admin accounts cannot create new
admins where on my other servers, they can.
Since I just set this box up, I think I'm just going to rebuild it. It
will take me less time at this point to re-install than it will to
track down this issue. I'll probably build it on a different hard
drive so if anyone has any other ideas, I'm still game to try them.

I haven't seen this in 10.3, although I saw it in 10.2, so I don't
know if the same problem/fix will work.
Somewhere along the way some preferences got hosed.
Look in WGM for your "admin" user (you). You see the "can administer
this domain" (or something like that, I don't have server tools on my
laptop for some reason). You would think that you would be all set.
Maybe not! Next to those checkboxes is a button to let you deal with
finer-grained permissions. Go in there. At least in 10.2 I had the
case (several times) when I looked in there that there were no
specific permissions set.
